Can a collection garnish my check for my husband medical bills before we get married? And can they put that bills on my credit report in the state of nevada?

You didn't provide us a lot of information here so it's hard to answer completely, but we can't think of a scenario - in any state - where a collector could garnish your wages for your future husband's individual debts. If you cosigned for the debt, that would be a different story. In addition, only debts you share jointly with your fiance (or spouse once you are married) should appear on your credit reports. Before your wages can be garnished, creditors must typically sue you and take you to court. How did it get to this point?
