If I have an accord with a debt collectors attorneys to settle a debt for a lessor amount, and I paid them by check for the agreed settle amount , can they refuse to cash or deposit the check because it has paid in full on it?

Did you get a written agreement from the collector stating that the payment amount you were paying would resolve the debt in full? If so there's no need to write it on the check. But if they didn't give you something in writing then you don't really have a deal. (And as to your question, the Fair Debt Collection Practices Act does not prohibit a collector from cashing a check because you have added that language. It isn't mentioned in the law.)
