Car loan in bankruptcy
If I had vehicle in chapter 13 but now it is dismissed and the vehicle does not work. I am currently in chapter 7 at this time and I want to know what could the chapter 13 department offer me on settling this bill?

Do you have a bankruptcy attorney helping you file your Chapter 7 case? If so, this is a question you need to ask your attorney. Any remaining debt on this vehicle may be dischargeable under your current bankruptcy case (the old Chapter 13 case should be irrelevant since it's been dismissed), but that's something your bankruptcy attorney should help you with.
