Balance billing?

I was admitted to Sierra Medical Center in February 0f 2011 for a heart related issue after going into the Emergency room. I presented my Medical Insurance card and then was treated in the emergency room and then admitted. As far as I know of, I was never asked to have anyone outside of my Insurance network to treat me. I have now been sent to collections by a group called Northbank Emergency Physicians group for a bill that my Insurance company, GEHA says they paid all that was allowed as they were not within the network. I need to know if there is any recourse as I was never notified that anyone outside of my network would be working on me. From what I've been reading, this is a case of balance billing and I don't know who to contact for legal advice on it. Your help would be greatly appreciated.
