Unfortunately, Anna, I am not sure what rules apply here. Our expertise is in dealing with debt collectors, and if this is the utility company trying to collect its own debt, the same rules may not apply.

However, there are a number of programs that can help with utility bills that you are unable to pay. I'd suggest you contact the utility company first and ask them where you can get information about programs to help you pay your utility bill. You can also contact your state representative's office, which usually can provide a referral to an agency that can help.
