Thanks for getting in touch.

No, the IRS will not take any tax refund money you may be entitled to if you do not pay the debt collector. Your inability to pay what you owe is an issue between you and the collector.

I am not an attorney nor am I familiar with California law, but I do know that your state has a law that applies to car towing. Therefore, I would contact a consumer law attorney in your area to make sure that the fee you are being asked to pay is a fair amount and to find out what your options are for resolving your problem. For example, I know that it is possible to give the company that is holding your vehicle title to your car so they can sell it and wipe out your debt. Of course, if you need your car, this would probably not be an option you would want to pursue. If you want to get your car back, perhaps you can work out a payment plan with the collector. Bottom line however, I think you ought to contact a consumer law attorney to discuss your rights and options. If you do not have any money to pay an attorney, perhaps a Legal Aid office in your area can help you.

Good luck.
