too people in a fix no gas/heat

If you had a gas/heat bill over 5 years ago and you didnt pay it but to help to pay the bill my son put the bill in his name to help but a month ago he got his own apt they cut of his gas/heat but when he moved it was put back into her name now 5 yrs later he cant get gas.
