The caller is blocking their # and won't identify who they represent.
For the past two weeks I've received calls on my cell# from a # that is blocked. They always ask for the same person (someone I don't know). They never identify themselves. When I ask who is calling they hang up.
I rec'd calls for this same person over the past 18 months from a different agency but they would identify themselves and their # displayed on my phone when they would call. I finally got them to believe me that they were calling the wrong #.
I checked with them today to make sure it wasn't them calling me again and it seems it is not them. I have no clue how to stop this. Sure I can pay $5 a month to cell carrier but why should I be out anything when they are calling the wrong #? So frustrating.

We agree with you. This kind of situation is extremely frustrating. Debt collectors are required by law to disclose the name of their employer when asked. It sounds like you may be dealing with a rogue collector.
The only thing we can recommend at this point is that you file a complaint with the Consumer Financial Protection Bureau at ConsumerFinance.gov.
