If I pay half of my loan monthly, (cause I cant afford the entire payment and I told them this) can they keep harassing me and take my income tax check.

Unfortunately, you cannot decide how much you will pay on your loan every month; when you took out the loan you committed to a certain monthly payment and that is what you are legally obligated to pay. And, assuming the loan is a federally guaranteed student loan, you cannot get rid of the debt through bankruptcy and your federal tax refunds can be taken to pay off the debt. That is the bad news.
