Old Water Bill

i recently received a water bill from a collection agency for a service that ended in 1996. i would think this is well past the limitations. i have not responded to the collection agency in any fashion. should i just wait to see what they do next (if anything)? the water bill was from when i lived in west virginia and i moved to ohio in 1996.
