Am I responsible for a towing bill that occured in 1999?

If it was a legitimate bill, then you are responsible for it. However, if the debt is outside the statute of limitations, there may be nothing the collection agency can do to collect from you. Our understanding is that the statute of limitations for most consumer debts in Washington is 3-6 years. If you can confirm that this debt is too old you can send the debt collector a cease contact letter and tell them not to contact you again.
