negotiating a settlement on a debt with debt collectors

i want to settle the debt but i want to do so by paying at least 25 per cent of the total debt. Is this possible and if so how do i go about it?

However, we only address issues related to US debts, and since we notice that you are writing from South Africa, we assume that the debt you want to settle is a South African debt.
