I paid an amount to the collection agency for a lease break on an apartment that was not fully functional. I put on the check "Paid in Full satisfaction of debt, security deposit of $500 applied." It was cashed however, they keep calling and telling me I owe them more. If they cashed this doesn't this mean they accepted this as final payment?

Because you put that notation on the check that you wrote to the collection agency and the agency cashed the check does not mean that the agency must treat it as your final payment. Legally, you are obligated to pay the total amount that you owe.
