Loan Servicer versus CollectionAgency

If a third part servicer contacts you about a delinquent loan they are not lien holder on, do they have to send you a validation notice per FDCPA? If they are servicing an installment loan would they have to send a letter for each installment they make contact regarding delinquency of?
