Frozen Account Comingled SS With Wages Of Less Than 200 Per Week

Why do banks accept collectors' judgments on account with SS benefits which is exempt; and weekly wages of less than 200/week which is also exempt? This is the 2nd attempt by creditors to put a hold on my account and have been charged 150 each time plus late fees from my mortgage and other bills that were paid by check. Can I claim back all the fee and avoid the late payment. Why Banks cannot reject the request altogether? Tell me what can I do?
