I notified REDLINE not to call again via certified mail.. They still call how can I collect the $1000 fine?

You don't collect the fine; the state does when you report Redline.

What you can do is consult a consumer law attorney to see about suing them. Make sure to keep a record of the time, date, and conversation of every call.
