Can my new husband be forced by debt collectors?

I have an old council tax bill that has gone to debt collectors. It is for a period that i did not live in the property but my ex husband did and he did not put the bill in his name.

Can my new husband be forced by debt collectors to declare his earnings before i offer a settlement for this debt.
