I am being contacted from a company that filed for bankruptcy and still wants me to pay off a bill from 2008. Are they legally allowed to collect?

Yes, a company that files for bankruptcy can continue to collect the debts that it is owed. Filing for bankruptcy does not mean that the business no longer exists.
