Apartment trying to collect damages from deceased brother

Hi. My brother died in june.. the apartment manager sent us a letter stating they were going to keep his security deposit for cleaning etc. Also today they sent us a letter stating the were going to ask our state(mn) and the feds. for any income or property tex refunds he had coming to him because they claim he has a balance of $149.00 for cleaning the apartment after he left.
So my question is can they go after us for the remain bill on the cleaning? we didn't co sign anything for him. We just said they we are handling his estate. my brother didn't file any tax returns or own property so there is nothing as far as returns for them to collect. Also died with no money or assets.
