10 years before hearing anything

My husband hasn't lived in Maryland since the year 2000 but just got a letter from MVA saying he owes $5000 for lapsed auto insurance. This is the first time we've heard of this. It's been almost 12 years, and they never mentioned this before.

Isn't there a stature of limitations for this kind of thing or can he be forced to pay it although we can't afford to cause we live on a fixed income? We live in California now.
